Failure to Run: "GE Setup program is missing"

I installed the auto updater, downloaded the dll files and ran the DirectX update. After installing, Galaxy Empire folder contains 1,056 files and 98 folders.

Double clicked on GE3D.exe and received the following error message:

GE Setup program is missing
Click ok to exit program

After clicking OK, Microsoft error message:

TODO: <File> has encountered a problem and needs to close."

Any suggestions? Thanks in advance.

I put a separate download for the setup program on the download thread. The main update zip has been fixed to include the file.
